Visible White Substances on Walls - limestone, clay, mortar, and aggregate make up concrete and the white border or patch you observe is calcium evaporating from the block. It is a sign of water or too much moisture and should be treated carefully. It is referred to as efflorescence. Since this will only show on concrete, you will only be able to see it if your basement is not finished. Other indicators will develop if your basement is experiencing excessive leaking, water damage will nearly always show some kind of warning indication. Painted Walls Appear Damaged - paint can peel away from the surface it was painted on as it ages, similarly to peeling paint in older homes. It does not, however, flake off just because it is aged.
